So basically, the reason we take 7/35 is because of the fact that the total formula accounts for a total of 180% substats, given that there are 4 possible power ups along with 5 stats possible on a rune (4 subs + innate [stat directly below rune]).
Lets take barions rune, for example, and assume that the accuracy were at the max value and not missing one point. We would get .2+.2+.6+.6+.2 essentially 20%+20%+60%+60%+20%). This would give us 1.8/1.8 or 180% / 180%. If we gave the fixed innate stat a value of 7/7 we would get 1 and the calculation would be 1+.2+.6+.6+.2 for a total of 2.6/1.8 or 260%/180% = 140% efficiency which is not possible. The formula already takes into account each and every stat and the max rolls u can have. On a legend rune u can roll a perfect roll 4 times + the 5 stats already on the rune, each carrying a 20% weight so having a max roll fixed stat that can't be changed IS essentially 100%.
